Mayfair was built as grand housing in the late 18th century, and much of it now serves as offices, company headquarters and embassies; Shepherd Market's buildings date from around 1860. Converting a townhouse into a workplace adds cable runs and kitchens to old basements and floor voids, and mice use those routes to move between neighbouring buildings unseen. The area also holds a great deal of wool and silk. Savile Row has been the home of men's tailoring since Henry Poole arrived in 1846, and private wardrobes, rugs and upholstery attract clothes moth larvae too, which feed in the dark long before anyone sees an adult moth. The hotels add a third risk, because bed bugs arrive in guests' luggage.

What Westminster City Council offers Mayfair homes and businesses
For most of Mayfair, the council is not an option. Westminster City Council's pest service, as its page stood after the 13 May 2026 update, treats its own tenants free and recharges its own leaseholders through the service charge. Private residents are told to find a firm through the British Pest Control Association.
Homes let by the Grosvenor Estate or by any private landlord are not council homes, so they sit outside the free service. Hotels, clubs, galleries and offices fare no better, because the council's commercial trading team is not taking on further work.
Moths are a separate gap. The public-health pests the council lists include rats, mice, bed bugs, cockroaches and ants, but not clothes moths, so do not expect a council officer for moth damage in a wardrobe, workroom or stock room.

Why Mayfair gets mice, moths and bed bugs
Mice here are a building problem. Period houses joined by party walls, with basements, lightwells and service passages, give them hidden routes from one address to the next, and office kitchens, restaurants and hotels supply the food. Will Westminster City Council deal with clothes moths in a Mayfair house?+
No. The council's pest service is for its own tenants and leaseholders, it is not taking private work, and clothes moths are not among the public-health pests its page lists. A Mayfair homeowner or tenant needs a private firm. We inspect wardrobes, rugs and soft furnishings to find where the larvae are feeding before we quote.
What should a Mayfair hotel do when a guest reports bites?+
Take the room out of use and leave the bedding and mattress where they are, since moving them spreads bed bugs. Book an inspection of that room and the rooms beside, above and below it. Westminster's own guidance lists the places to check: mattresses, bed frames, headboards, wall sockets, skirting boards and any dark crack or seam.
Can you work around a gallery or office's opening hours?+

Usually somewhere dark and undisturbed: the back of a wardrobe, under heavy furniture, the edge of a fitted carpet or a box of stored knitwear. The adults you notice matter less than the larvae feeding out of sight, which is why the survey looks for the source rather than the moths.
